If you work abroad, HM Revenue & Customs won’t be able to take Student Loan repayments out of your wages. Instead, you will need to make the repayments straight to the Student Loans Company itself.

If the loan was from the Student Loans Company, it is recoverable by deducting it from wages.
If the graduate is working outside the UK, he should make arrangements to pay if he meets the re-payment criteria. Better to clear debt now than have it hanging over you indefinitely. They will get it in the end.
